Monwnews.com, Jakarta – Presiden RI Prabowo Subianto menginstruksikan pengangkatan calon pegawai negeri sipil (CPNS) tahun 2024 dipercepat untuk diselesaikan pada Juni 2025, sedangkan untuk pegawai pemerintah dengan perjanjian kerja (PPPK) pada Oktober 2025.
“Maka sesuai dengan petunjuk Bapak Presiden, Bapak Presiden kemudian mengambil keputusan dan telah menyetujui untuk memberikan arahan sebagai berikut. Pertama, pengangkatan CASN dipercepat, yaitu untuk CPNS diselesaikan paling lambat pada bulan Juni tahun 2025, sedangkan untuk PPPK seluruhnya diselesaikan paling lambat pada bulan Oktober tahun 2025,” ujar Menteri Sekretaris Negara Prasetyo Hadi dalam konferensi pers “Pengangkatan CASN 2024” di Kantor Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB), Jakarta, Senin (17/3/2025).
Hadi menegaskan penyelesaian pengangkatan CASN ini agar ditindaklanjuti dan dilakukan sesuai dengan kesiapan masing-masing kementerian/lembaga maupun masing-masing pemerintah daerah dan instansi terkait.
Selanjutnya, Presiden Prabowo juga memberikan petunjuk untuk segera dilakukan analisis dan simulasi dengan tetap mempertimbangkan kesiapan masing-masing dalam memenuhi persyaratan tersebut. Hal ini agar pengangkatan dapat dilakukan sesuai dengan jadwal terbaru yang telah ditetapkan.
Kemudian, lanjut Hadi, Presiden menegaskan kepada seluruh kementerian/lembaga maupun pemerintah daerah untuk terus menjaga nilai-nilai meritokrasi dalam pelaksanaan manajemen ASN berkenaan dengan proses penerimaan PPPK 2024.
“Kebijakan ini merupakan kebijakan afirmasi terakhir untuk proses penerimaan PPPK tahun 2024 ini sehingga diharapkan selanjutnya pengangkatan ASN dilakukan melalui jalur rekrutmen normal sesuai dengan peraturan perundang-undangan dan tentunya sesuai dengan kebutuhan,” tuturnya.
Presiden juga menekankan bahwa proses tersebut bukanlah mengenai membuka lapangan pekerjaan, akan tetapi dilakukan dalam rangka memastikan kebutuhan pelayanan bagi masyarakat dapat berjalan dengan optimal dan memberi manfaat yang sebesar-besarnya bagi masyarakat.
Sebelumnya, pada Jumat (7/3/2025), Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) Rini Widyantini mengatakan penyelesaian pengangkatan CASN 2024 itu memerlukan waktu karena harus dilakukan secara cermat dan hati-hati.
“Penyesuaian jadwal pengangkatan CASN 2024 dilakukan berdasarkan keputusan bersama pemerintah dan Komisi II DPR RI pada rapat dengar pendapat, Rabu, 5 Maret 2025, yang lalu,” ujar Rini dalam keterangannya di Jakarta, Jumat (7/3/2025).
Menurut Rini, data tentang formasi, jabatan, dan penempatan membutuhkan penyelarasan lebih lanjut. Sejumlah instansi pemerintah masih memerlukan waktu untuk menuntaskan pengadaan CASN.
Kementerian PANRB dan Badan Kepegawaian Negara (BKN) ingin menata hal tersebut sehingga memastikan pengangkatan serentak CPNS pada 1 Oktober 2025 dan pegawai pemerintah dengan perjanjian kerja atau PPPK (baik seleksi tahap 1 maupun tahap 2) pada 1 Maret 2026.
Dengan adanya pertimbangan tersebut, BKN sedang menyiapkan peta jalan pengangkatan serentak CASN 2024 sebagai pedoman bagi instansi pemerintah dan seluruh peserta seleksi yang telah dinyatakan lulus, termasuk juga bagi peserta yang saat ini masih mengikuti proses seleksi.
Pemerintah telah mengeluarkan kebijakan yang memastikan bahwa anggaran belanja pegawai tidak termasuk anggaran yang mengalami efisiensi.
Kementerian PANRB meyakini bahwa anggaran bagi pegawai non-ASN (yang terdata pada basis data BKN) selama proses pengadaan PPPK tahun 2024 juga telah disediakan oleh instansi masing-masing, sebagaimana imbauan Menteri Dalam Negeri dan Menteri PANRB. (**)
